A shelter is a protected space that serves as a secure area against conventional and non-conventional attacks, including shelling, missile strikes, air attacks, biological and nuclear warfare, and the like.
Until the outbreak of the First Gulf War, the primary form of shelter was the public shelter, which was located on the street, in schools, community centers, and various facilities. Sometimes, in the best case, a shelter could also be found in the building’s basement.
A public shelter is difficult to maintain, and over the years their level of functionality and usability has declined significantly. Moreover, the time it takes to reach them is often too long, and thus they do not actually provide the protection they are supposed to.
During the Gulf War, it became clear that a better alternative to the public shelter solution for wartime was needed, and a decision was made to build protected spaces within the apartment itself.
